The Commercial Manager in the Pre-construction Department plays a pivotal role in overseeing financial, contractual, and commercial aspects of construction projects during the preconstruction phase. Reporting directly to the Chief Commercial Officer (CCO), this role involves managing budgets, ensuring compliance with contractual obligations, and optimizing commercial outcomes for the department to secure profitable and efficient project delivery.

This role is essential in bridging the gap between technical and financial aspects of preconstruction, ensuring that projects are set up for success from the outset. The position requires a strategic mindset, excellent commercial acumen, and the ability to manage complex relationships.
What you’ll be doing
As a Commercial Manager you are responsible for winning new business, to explore new avenues of activity and to seek out opportunities in order to help the company develop and grow. You will support the Estimating Department in completing tenders & submitting compliant and competitive bids. You will be required to deliver accurate BOQ’s obtained from client’s specifications and drawings, undertake 2nd checks on BOQ’s produced by the estimators and be involved in the settlement process prior to commercial submissions to clients. You will also assist with Tender Procurement inquiries, site visits and other duties as applicable.

- Provide input to planners to assist with building of programmes
- Undertake and report on site visits as requested to ensure “local knowledge” can be accounted for within bids
- Ensure the production of BOQs are in line with the client’s requirements and format for submission and undertaken in an accurate and timely manner
- Review of all client’s documents to ensure compliancy of submission whilst submitting and raising any questions to the client’s team
- Responsibility for preparation, sending out enquiries and selection of sub-contractors
What we’re looking for
- Proficient in tendering, cost estimation (both via supply chain and first principle pricing), and contract management.
- Working knowledge of contract law and commercial practice
- Strong knowledge of construction methods, materials, and industry standards.
- Excellent ability to assess risks, forecast costs, and develop mitigation strategies.
- Strong numerical and financial modelling skills.
- Clear and effective communication to align stakeholders and secure buy-in using negotiating, presentation, interpersonal and influencing skills.
- Degree, Qualification or similar in Quantity Surveying, Construction Management, or a related field.
- Professional certifications (e.g., MRICS, MCIOB) are highly desirable.
- Minimum 10 years’ experience in preconstruction or QS/Commercial management within the construction sector.
- Able to work under pressure to achieve contractual deadlines with good attention to detail
- Excellent Commercial Awareness and the ability to manage and monitor risk
